To encourage our children (age 8 and 3) to read, we read a lot as an example. They see us reading the newspaper daily, reading magazines weekly, and occasionally reading novels for enjoyment. My kids are greatly motivated by trips to the South Branch too. I hope that continues for a long time!
I agree with Kim that modeling is one of the best ways. Also finding what interests them and making that available. We have one Harry Potter fan and we make sure we have each book. The other like the Unfortunate Events Series. Make sure they are exposed to all types of materials-newspapers, magazines etc. Read to them even when they are older.
If a young one is having problems, ask them what is bothering them. Would it help to have an adult sit and talk about it? Is there a problem seeing relavence? Are there some distractions causing problems. Can some "fun" be introduced to help the learning?

My child needs to work on computer related skills that will steamline his ability to communicate.
